Paste to the following location “C:\Windows\Microsoft.NET\Framework\v4.0.30319\Config” and “C:\Windows\Microsoft.NET\Framework64\v4.0.30319\Config”

Permit both files for domain users. Now try opening the Software Center to see if it works. Still, the same issue then reboots the server once.
